Arab foreign ministers plan to meet to discuss Syria's response to the Arab League's order to send monitors to Syria, Arab League Secretary General Nabil al-Araby said. Kuwaiti publication Al-Anbaa on Monday quoted Araby as saying, "So far, none of the Arab ministers have accepted the conditions laid down by Syria." Syria said it would accept the Arab League proposal if it is signed in Damascus and if all sanctions against Syria will be lifted as soon as it's signed. Asked about Iraq's offer to mediate between Syria and the Arab League, Araby said, "I do not think that one country will be able to solve the Syrian crisis." He said several Arab leaders are already trying to end the crisis. Araby called on Syrian Foreign Minister Walid Moallem to sign the protocol agreement because Moallem has sent two letters. One delegated the deputy defense minister to sign it, while the other said Syria is ready to sign. "In each one of them there were new conditions," Araby said. He urged Moallem to sign it, saying 21 countries do not accept what is going on in Syria and want a solution to come from within the Arab world. If Syria signs within 24 hours, monitors from all Arab countries will be sent to observe the situation and guarantee protection for Syrians, Araby said. Arab declined to comment on a recent speech made by Syrian President Bashar al-Assad in which he said, "No sane ruler would kill his people.
