Egypt's parliament secretary general referred to court on graft charges
Published in Ahram Online on 17 - 09 - 2012

Samy Mahran, a parliamentarian from the Mubarak era whose services were used by the Muslim Brotherhood after the revolution, is referred to court for illegally acquiring LE22 million as the People's Assembly secretary general
Samy Mahran, secretary general of Egypt's now-dissolved People's Assembly (Lower House of Parliament), was referred on Monday to criminal court by the Illicit Gains Authority on charges of illegally acquiring LE22 million.
Mahran was released on bail of LE50,000 as investigations into the case continue.
A one-year investigation has revealed that Mahran acquired LE15 million through his position as parliamentary secretary general. There is an additional LE7 million increase in his personal fortune that is not accounted for in his legal documents, according to Assem El-Gohary, deputy justice minister for Illicit Gains Issues.
Mahran could be ordered to pay back LE22 million that he acquired illegally, in addition to a fine of LE22 million.
Mahran was parliamentary secretary general from 1988. The Muslim Brotherhood retained him as the top People's Assembly administrator after its Freedom and Justice Party won parliamentary majority last winter until parliament was dissolved in June 2012. A number of complaints against him have been made by parliamentary employees, and questions have been raised as to why he was allowed to keep his position after the January 25 Revolution.
The Illicit Gains Authority has banned Mahran and his family from travelling and frozen his assets.
