African Nations Cup drawing of lots: A brief history The Confederation of African Football (CAF) had to turn to the drawing of lots three times since the Africa Cup of Nations started in 1957 to determine a winner
The first time was in 1972 when Congo were level with Morocco on points (3 points) and goal difference after the first round (0). Congo has won a match, lost one and drew one to accumulate three points (Back then the victory counted for only two points) scoring five times and conceding as much goals. Morocco drew all their three matches scoring three goals and conceding three too. The regulations back the criteria didn't favour the most goals scored and so they had to draw lots. Congo won the lottery and advanced to the semi-finals then to win their only ever Nations Cup title. In Morocco 1988, Algeria and Ivory Coast finished on three points with two goals scored and two each conceded. Algeria won the draw to go through to the semis as second of the group behind leaders and hosts Morocco. They lost to Nigeria on penalties later. The CAF had to draw lots for the third time in Equatorial Guinea 2015 as Guinea and Mali were level on points and goals. They had the same and identical results as they recorded a 1-1 draw in each of their three matches. Guinea advanced to the quarter finals behind leaders Ivory Coast and will play Ghana. http://english.ahram.org.eg/News/121715.aspx
