Libya's vacant seat at the Arab League Council was filled by a member of Libya's Transitional National Council (TNC) Sunday, after an emergency meeting of Arab Foreign Ministers gathered to recognize Libya's new representation and change its name. Mahmoud Gibreal took Libya's place at the Arab League Council, the Arab League's executive body, after six months of vacancy. In addition to emphasizing that the TNC is the only representative of the Libyan people, the meeting focused on diplomatic housekeeping. The council raised the red, black, and green flag used by the rebels instead of the solid green flag used by Muammar Gadhafi. The council also condensed the country's name from “The Great Socialist People's Libyan Arab Jamahiriya,” to “Libya.” The Arab League Council welcomed Gibreal and congratulated him for the rebels' victory against Gadhafi's regime. A group of young Libyans who attended the history making session chanted, "Libya is free" and sang Libya's new national anthem.
