“[Egyptian Prime Minister] Essam Sharaf's government is not the revolution government,” said Hisham Bastawisi, a like presidential candidate. Bastawisi said Sharaf represents the revolution but does not have all powers. Some politics are imposed on him, such as appointing ministers of information and interior. Bastawisi also said the thought of Egypt's ruling military council belongs to the former regime. "The former regime did not completely collapse," said Bastawisi. "This is proved by former prime minister Ahmed Shafiq's attendance of the Air Force graduation celebrations," he added. Bastawisi opposed appointing Osama Heikel as Egypt's minister for information. Bastawisi said the military council is to issue a law which prevents members of the formerly ruling National Democratic Party from participating in politics for five years, in order to preserve the revolution.
