BRUSSELS - The European Union has more than tripled - to 10 million euros (14 million dollars) - its humanitarian aid to help cope with Libya's refugee crisis, the head of the bloc's executive said Wednesday. European Commission President Jose Manuel Barroso said he had spoken with UN Refugee Agency chief Antonio Guterres earlier in the day and learned that 140,000 refugees from Libya had amassed on the borders with Tunisia and Egypt. 'It is really a humanitarian tragedy,' Barroso commented in a news conference. In view of the emergency, the commission had decided in its weekly meeting in Brussels to increase assistance from 3 to 10 million euros, and to send EU humanitarian commissioner Kristalina Georgieva 'to the region' later on Wednesday, Barroso said.
