Egypt, Libya discuss enhanced cooperation in ICT, postal services

Egypt's Minister of Communications and Information Technology Amr Talaat has received a high-level delegation of leaders from Libya's information and communications technology (ICT) sector for discussions on enhancing cooperation.
The Libyan delegation was headed by Faisal Ahmed Qarqab, head of the Libyan Telecom Holding Company (LPTIC).
During the meeting, the two sides discussed boosting aspects of joint cooperation between Egypt and Libya in the fields of communications, information technology, and postal services.
This comes in light of the Memoranda of Understanding (MoUs) signed between the two countries during Prime Minister Mostafa Madbouly's visit to the Libyan capital, Tripoli, in April.
LPTIC is responsible for supervising Libya's ICT sector, and works to provide advanced and effective services in the field of: communications technology; postal services; and information technology. Together, these support the development of the Libyan economy.
The company includes a number of subsidiaries, namely: the Libyan International Telecommunication Company; the Libya Telecom Company; the Libya Telecom and Technology Company; the Libya Post Company; the Al-Bunia Investment and Services Company; and the Communications and Information Technology Academy.
The two sides held an extensive meeting in the presence of a number of executive leaders from Egypt's Ministry of Communications and Information Technology, LPTIC, and their affiliates.
The meeting aimed to discuss ways to enhance cooperation between the two countries in accordance with the three MoUs signed between Egypt and Libya.
Two MoUs were signed with the aim of cooperating in rebuilding the information infrastructure in Libya, which will benefit from the Egyptian system of international cables.
This is in addition to signing an MoU to build capacities and train Libyan youth in technical skills, in cooperation with the Information Technology Institute of Egypt's Ministry of Communications and Information Technology.
The meeting also witnessed the presentation of visions on ways to support bilateral cooperation between the two countries in various fields.
This includes: digital infrastructure; digital transformation; postal services; capacity building; and refining the digital skills of youth in various communications sciences and information technologies.
Additionally, other visions cover joint cooperation in areas related to the legislative and regulatory structure of the communications sector, and training Libyan workers in cybersecurity and addressing cyber-attacks.
Talaat added that it was agreed to accelerate the pace of fruitful cooperation based on common interests between Egypt and Libya in the ICT sector. The two sides also agreed to form a joint working team from the two countries, to develop a specific plan with topics and a timetable for implementing joint cooperation projects.
These would take place in the fields of interconnection and submarine cables, and digital transformation projects. They would transfer Egyptian experiences in Libya, whilst benefiting from the success stories that Libya has achieved in this field.
