Egypt scored 16 out of 100 points in the Open Budget Index 2015 survey, said the International Budget Partnership (IBP) organisation in a Wednesday report. The Egyptian government provides the public with "scant" budget information, the organisation stated, adding that the country scored 8 points out of 100 in the public participation indicator. "The government is weak in providing the public with opportunities to engage in the budget process," the IBP said in the report. In the latest IBP Open Budget Index on Egypt, the country has been ranked 13th out of 100. However, the IBP said that Egypt's 2015 score of 16 is "largely the same" as its score in 2012. Since 2012, the Egyptian government increased availability of budget information through publishing mid-year reviews, the IBP said, noting that, however, the government had failed in publishing the executive budget proposal in a timely manner, making audit reports available to the public, and producing a pre-budget statement and citizens budget. In 2010, Egypt's Open Budget Index was 49. The Open Budget Survey is reached using 109 indicators in measuring budget transparency, which are used to evaluate whether the government provides eight key budget documents to the public in a timely and comprehensive manners. IBP advised the Egyptian government to publish the executive budget proposal, publish an audit report and publish a mid-year review in a timely manner.
