Published in Daily News Egypt on 31 - 05 - 2015

The Ministry of Communications and Information Technology conducted an agreement on Saturday with the Giza Governorate activating the role of Egypt's information technology companies in developing the services offered to citizens. The agreement comes within the strategic plan of the ministry which aims at developing the information technology industry.
According to Minister of Communications Khaled Negm, his ministry seeks to repeat such agreements with the rest of Egypt's governorates and bodies that represent the state's administrative system. This comes within the framework of settling technology in the public institutions, especially those offering services.
Negm added that his ministry seeks, through its strategic plan for 2020, to reach the comprehensive service system and mechanise all public services offered to citizens, allowing them through online portals and mobile applications. The plan aims at achieving a leap in the level of public services offered to citizens, as well as acting as a time- and effort-saving mechanism that the citizen puts into acquire the services.
The agreement, which would last for three years, aims to improve the Giza Governorate's service system using the most modern information technology and communication techniques. These techniques are used by Egypt's small- and micro-sized companies, which develop them to raise the quality of services offered to the people by the governorate and the entities affiliated to it. All of this will result in activating cooperation and integration between the state's administrative entities and raise the efficiency of workers in the state's administrative system. It will also provide several financial and administrative anti-corruption methods and will work on developing the financial resources of the governorate.
It is expected that Giza Governorate will benefit from the solutions offered by the technology companies in the local market. These solutions include developing the website, the complaints management system, and social network websites. The solutions also include following up with the governor, some mobile applications and programmes for reporting any violations, like ‘Emna3 Kartha', an application for evaluating the performance of projects and administrative units affiliated to the governorate.
Some solutions also include programmes for hospital and outpatient clinic administration, programmes for management systems of schools, effective e-learning, programmes for in-field reporting, and tracking. Programmes also include storage management, staff affairs, electronic archives, and management system for advertisements.
The Ministry of Communications and Information Technology abides by the terms of the agreement, through coordination between Egyptian companies working in technological solutions and the governorate as well as the affiliated entities. The ministry also works on providing products and technological solutions. These solutions were developed by the small and micro-sized companies to be used for the development of the business performance in the governorate and the affiliated entities.
