CAIRO: Nine men in Hawalli, Kuwait had their heads shaved by police after they were arrested for harassing women in a shopping mall, Gulf News reported. The men were arrested by security in Hawalli's Salmiya shopping district and were subsequently brought to the local Salmiya police station, according to the report. Police officers shaved the heads of all nine of the men. The punitive move is occasionally used to publicaly shame men for inappropriate behavior.
