Egypt's Cabinet on Thursday approved new regulations to govern foreign film production in the country, creating a single digital window for permits and pledging incentives to attract major international projects. The regulations, issued under a draft decree by Prime Minister Moustafa Madbouly, designate Egypt Film Commission (EFC) — — part of Egyptian Media Production City — as the sole authority responsible for coordinating all approvals required for foreign shoots nationwide. Under the new system, all foreign producers will be required to apply through a unified digital portal managed by the EFC, which will oversee permit issuance, liaise with state agencies, and ensure compliance with technical, security and cybersecurity standards. The EFC will also promote Egypt as a competitive filming destination, coordinate script approvals, facilitate the entry and exit of equipment in cooperation with customs authorities, and provide logistical support during shoots. It will accompany foreign production teams at airports and ports and help resolve on-set obstacles. As part of the policy shift, the government will work with the EFC to offer incentives for major film productions in an effort to draw big-budget international projects to Egypt. The Commission will also showcase approved filming locations online and recommend local production companies and Egyptian technical crews for foreign projects. The regulations require all state bodies to coordinate with the EFC to streamline approvals and reduce delays, in line with the government's push to boost Egypt's share of global film and television production.
