Deputy PM: Egypt prioritises PPP in healthcare
Published in Amwal Al Ghad on 09 - 02 - 2025

Egypt's Deputy Prime Minister for Human Development and Minister of Health and Population, Dr Khaled Abdel Ghaffar, emphasised that Universal Health Insurance System (UHIA) is a pillar of Egypt's Vision 2030, according to the Egyptian Cabinet.
Speaking at the annual forum of the UHIA, he stressed the need for a strong partnership with private sector to provide equitable and sustainable access to quality healthcare for all citizens.
Abdel Ghaffar highlighted that the 2024-2030 National Health Strategy prioritises private sector involvement, aiming to enhance accessibility, quality, and efficiency in healthcare services.
He noted that while the Comprehensive Health Insurance System, a major initiative for healthcare reform, is a testament to Egypt's commitment, geographical disparities still limit access to quality care, particularly in underserved areas. These gaps require innovative solutions, with private sector participation being essential.
The minister also pointed to significant growth in the private healthcare sector, with private sector beds increasing from 21 per cent in 2011 to 29.3 per cent in 2022, and private hospitals now representing 63.3 per cent of the total, up from 59 per cent in 2011.
This growth reflects rising trust in private healthcare, which is crucial in meeting the increasing demand for services. Moreover, the private sector holds an 82 per cent share of the pharmaceutical market, underscoring its key role in Egypt's healthcare infrastructure.
