The cabinet is considering a proposal to the Supreme Council of the Armed Forces to apply a system of proportional representation in the upcoming parliamentary elections. Various political forces and legal experts would also be consulted on the proposal, inculding the question of whether there is enough time to implement it. The system, which would be supervised by Deputy Prime Minister Yehia al-Gamal, aims to consolidate the work of political parties in the street. The same system was implemented in the parliamentary elections in 1984 and 1987, before the Constitutional Court abolished it on the premise that it is not stated in the constitution. It was later reinstated by the constitutional amendments of 2007. According to this system, political parties field a collective list of candidates in the elections. Citizens would vote for the list as a whole, and not for individual candidates. The parliamentary seats would then be distributed among all lists in a proportional manner, depending on the number of votes each list won.
