On 15 November 2016, the parliament approved 4 agreements worth USD 3.5 billion signed by the Minister of International Cooperation Dr. Sahar Nasr with Germany, Korea, Japan and the Kuwaiti Fund for Arab Economic Development (KFAED). The parliament also approved the report issued by the joint committee comprising the Economic Affairs Committee and both offices of the Foreign Affairs and the Budget & Planning Committees for the ratification of the agreement worth EUR 65 million (approximately USD 70 million) signed in Cairo on 29 May 2016 between the government of the Arab Republic of Egypt and the government of the Federal Republic of Germany on financial cooperation for 2014. Within this framework, the Minister indicated that the purpose of the agreement was to develop youth skills in all sectors and finance several important projects that would serve citizens at national level through supporting SMEs, new & renewable energy, efficiency of energy use, water and wastewater resources management, irrigation, women empowerment, informal areas development and public services improvement.
Further, the parliament approved the joint committee's report on the Presidential Decree No. 408 of 2016 ratifying the framework agreement worth USD 3 billion between the Egyptian government and its Korean counterpart signed in Seoul on 3 March 2016 . The agreement serves as a general framework for future cooperation with the Export-Import Bank of Korea ("Korea Eximbank") to benefit from the soft loans provided by the Bank to developing countries through the Cooperation Fund for Economic Development .
The parliament also approved the report of the joint committee, including the committees of Housing, public Utilities and Reconstruction, Economic Affairs, Budget and Planning, Defense and National Security, on the presidential decree approving the financing agreement worth KWD 29 million (approximately USD 100 million) signed on 31 May 2016 between the Egyptian government and KFAED for the establishment of 5 desalination plants in South Sinai. Moreover, the report of the joint committee comprising the Tourism and the Civil Aviation Committee as well as registrar of the Committees of Economic Affairs, Plan & Budget, and Foreign Affairs was approved regarding the Presidential Decree No. 284 of 2016 ratifying the exchanged letters worth JPY 18.2 billion (approximately USD 152 million) signed in Tokyo between Egypt and Japan for expanding Borg El-Arab International Airport, the first eco-friendly airport in the Middle East, so as to serve 4 million passengers annually.
