President Morsi sends two military men who led the country since Mubarak was toppled into retirement; cancels the 17 June constitutional declaration; appoints Mahmoud Mekki as vice president President Morsi took a bundle of surprising decisions on Sunday afternoon, announced by the presidential spokesperson in a televised statement. First, he cancelled the addendum to the constitutional declaration, which was issued by the Supreme Council of the Armed Forces (SCAF) on 17 June. The addendum included clauses that gave the armed forces a high level of autonomy; whereas SCAF had the final say in all issues related to the military. It also stipulated that the head of SCAF, Field Marshal Hussein Tantawi, was to remain minister of defence until a new constitution is drafted. Secondly, he issued a decision to relieve Hussein Tantawi, the minister of defence and the general commander of the Armed Forces as well as relieving Sami Anan, the Amry's Chief of Staff, of their duties. Morsi also decided to give both of them state medals and appoint them as advisors to the president. Thirdly, He appointed the head of the military intelliegence, Abdel Fatah El-Sisi, as Minister of Defence. Sedky Sobhy, the commander of the Third Army, was appointed as Chief of Staff of the armed forces. Morsi also, put to retirement the Commander of the Navy, Mohab Memish, and appointed him as head of the Suez Canal Authority. Reda Hafez, the commander of the Air Force was also put to retirement, and appointed as minister of Miliatary Production. Mohamed El-Assar, SCAF member in charge of arming, was appointed as assistant to Minsiter of Defence. Fourth, Morsi appointed Mahmoud Mekki, the deputy head of the Cassation Court, as his Vice President.
