Egypt Cabinet draft law sets framework for new local councils Cabinet's law goes further than court ruling by stipulating how dissolved local councils should be replaced until elections are held, or for a maximum of one year
The Egyptian Cabinet's official Facebook page posted a draft law for dismantling local councils and replacing them with temporary councils according to the recommendation of civil society and appointed by government. The Cabinet draft law comes as a response to an earlier court ruling that all local council should be dissolved. The law is pending approval by the Supreme Council of the Armed Forces. The court ruling, however, was limited to the dismantling of councils without issuing any details for how they should be replaced. The Cabinet draft law added that they would be immediately replaced by new local bodies. The draft law states that the new local councils would be set in accordance to recommendation from their area's civil society to the Cabinet. Each new councils will be made up of between seven to 15 members chosen from amongst university professors, former judges, public figures, civil society leaders, youth and women representatives. However, the mechanism by which this can be conducted or what would constitute "civil society" had not been outlined in the draft law. The newly chosen local councils will remain in place for one year, or until elections.
