A bilateral military pact on the same lines of the proposed pact between Syria and Egypt is expected to be concluded between Syria and the Lebanon. The Lebanese Foreign Minister said that Egypt supported such a pact. Sayed Lahud today informed the Lebanese Cabinet of the details of his discussions on the subject with Syrian Premier Said el-Ghazzy. Meanwhile, it was learned that there is a proposal to appoint General Fouad Shehab, Commander-in-Chief of the Lebanese Army (who later became President of Lebanon/the author), as Commander-in-Chief of the Syrian and Lebanese armies in the event of a bilateral military agreement being signed by the two countries. Sayed Rasheed Bermoda, Syrian Defence Minister, stated in Beirut that the Syrian government had proposed to the Lebanese the unification of the command of the two armies and added that Syria considered the southern Lebanese border adjacent to Israel as Syrian borders, and that any attack against them would be considered as directed against Syria Sayed Bermoda asserted that the bilateral military agreement between Egypt and Syria was not directed against Iraq. Sources here said a similar agreement for a joint command along the Israeli borders would shortly be signed with the Lebanon. There already exist Syrian-Egyptian and Egyptian-Saudi Arabian military pacts, thus completing the ring of Arab pacts or proposed pacts around Israel. It is reported from Beirut that President Camille Shamun received the Turkish Ambassador in Beirut Jawdat Dulkar. It is understood that they discussed the general situation in the Middle East and the bilateral pacts between Egypt and Syria, and Egypt and Saudi Arabia. Well-informed sources in Damascus say that contacts are now taking place between Arab capitals on a unified step to frustrate attempts being made by the Israeli Premier Moshe Sharett in Geneva to obtain further security guarantees from the Big Four.
