U.S. Secretary of State John Kerry is expressing concern about Russia's movement of tactical aircraft to Syria — jets that could pose a threat to American and allied forces. U.S. officials say Russia moved a small number of fighter jets to a base in Syria on Friday, hours after U.S. Defense Secretary Ash Carter and his Russian counterpart spoke. It was the first U.S.-Russian military contact in some time. Russia says its military buildup in Syria is designed to fight the Islamic State group — but IS doesn't have an air force. The Russian aircraft are also capable of striking ground targets. Kerry tells reporters in London that the talks with the Russians are designed to ensure there are no incidents between Russian and American forces.
