The UN Secretary General's Special Representative for Afghanistan, Nicholas Haysom, said Monday that 4,216 civilians have been killed or injured in the country since the beginning of this year. The envoy cited increasing aggravation of the conflict between government forces and militants, even in areas that had been considered safe, Tass reported. Afghan security forces are working to the limit of their possibilities as they take over the control over the situation after the withdrawal of foreign troops, Haysom said.
