Abdel Rehim Ali reveals "MB Document" aiming at division of power
Published in Albawaba on 01 - 05 - 2016

Muslim Brotherhood (MB) did not give themselves a chance to consider what happened to them in June 30 and July 3, 2013, they did not pick up their breath. Their desire was to remain in power and stick to it for 500 years as they said and confirmed their longing to it, as they have been working for this moment for more than eighty years, and when it came to them they failed, sold and betrayed, so people went out to carry them to their final resting place.
After, three days later, MB moved and what occupied it was thinking how to return again to power of which they were ousted from by order of the people. MB did not sit down to learn their mistakes and did not give themselves a chance to hold those responsible to account and punishment. They only thought about how to return back to the blissing of which they were ousted from by the people, a blissing which they did not preserve and protect.
In this context, I find reviewing this document critical, not for its seriousness at the time, as events has passed it, but it carries important and clear evidence, which reveals the MB's philosophy and who belongs to it in the general thinking. That is hostile to reason and logic thinking, and more importantly, it is hostile to people who MB consider returing to rule again.
The title of the document is "expecting reactions to July 3 and beyond", and it is a document that organizes a number of activities carried out by MB members in Egypt, which its first strategic and regulatory goal is legitimacy and the return of the ousted president, Mohamed Morsi.
The MB document developed by a number of MB leaders, and was known to them as the strategic vision of the conflict and negotiations after June 30, then the post-June 30 tasks. Those who developed it have introduced their desire by providing the true nature of the conflict.
The document says that Egypt has witnessed a state of mutual exclusion between the Islamic and secular currents. The Islamic current excluded the secular current through legitimacy of the elections and street (they did not refer of course that the street of which they are talking about was deceived by those who present themselves as agents of God on the land, and during the elections people went to them with the motivation that they were choosing those who speak in the name of God and claim to advocate for Islamic religion).
And, the secular current excluded the Islamic current through powerful security services that planned and carried out intelligently, by supplying a popular cover on security services' coup, (MB completely ignored the state of popular anger, in which people taken to the streets to depose the MB of the rule of Egypt, and cared only about what they call a conspiracy of security services on them, which is evidence that MB did not and will not respect the people and their will in any given day).
MB dealt with what happened on June 30, then, just as a case of exclusion by the secular current in response to the case of exclusion of which they carried out against them. MB considered that this mutual exclusion is unsustainable, and I think they said that because the exclusion in this the situation was never on their side, as they have lost everything, and therefore declared that the situation is not sustainable.
MB put what they called a strategic overall management of the conflict in order to achieve their goals, and the essence and heart of this philosophy was based on power-sharing between the two currents, which was centered on achievable sustainability and stability at least during the transition period (here MB deals with what happened in Egypt after June 30 as a temporary situation, or more precisely as a transitional period for them, then the situation would return to what it was, or at least return back again to power). They identified for that what they said would bring to both parties a minimum of demands.
This was the strategy developed by the brotherhood's document, which could be treated as detailed strategies for managing conflict.
At this point the document put several questions, and I considered that the answer is required and necessary, these were the questions: What are the things that will be shared between the two currents ... thought and institutions, interests and mechanisms?.. What are the satisfactory sharing conditions for the two currents? .. How to settle the dispute between the two currents on the terms they could not agree on them?.. What are the elements of power and influence held by each current?.. How these elements could be used in the struggle for us to maximize their impact and to learn how can we deal with them?
Did you notice anything?, we are in front of a group that try to get out of its crisis and develop a clear strategy for that, even when it is doing this, the group is thinking only about itself until the last moment, you may have noticed what the document said "How these elements could be used in the struggle for us to maximize their impact".. They are dealing all the time in order to serve their interests only and do not care about the others, they do not consider their existence in the first place, they think only of themselves and their group, taking power to achieve their goals, which is far from the interest of the country.
The document then specified what they called stage tasks after June 30, the tasks they had identified at specific points:
First, the expansion of the popular base especially from the youth who are believing in the revolution (they are still affiliate themselves with the revolution, although we all know that they used the revolution to serve their goals only), and the developmental reform project in Egypt (the terrorist group did not specify the structure of their reform project, which is not strange to them because they have no ideas and programs, as they called for the Renaissance project during their time in power without providing us with any respectable ideas).
Second, creating new forms for the participation of the Islamic Movement in the public scene (we must mention here that the meeting of July 3 in which President Abdel Fattah Al-Sisi announced the removal of Morsi, aimed the participation Islamic Movement groups including Muslim Brotherhood, inviting the head of Freedom and Justice Party, Saad Katatni to attend the meeting but he refused, they want to impose their vision without accepting the others' opinions).
Third: managing conflict with the official unelected institutions that swooped on the project and the current (consider what they have said about participation and a reform project that target state's institutions, and this is their way of thinking that they will never change it, no matter what happens).
Fourth: the development of the internal rank conditions immediately to learn from the benefited lessons (here the group wants to serve its interests more than Egypt's interest as it knew very well that its experience in power that was built on greed broke up the ranks of the group, so it wanted to unite its internal ranks as it felt that the conflict could be the factor to achieve that).
Because the tasks set by the document need a number of tools and clear mechanisms for its implementation, the document identified those tools, which it called them the tools of influence and communicate and they are: communicating with the members of the group, direct communication channels to public and media, media revolutionary and youth figures, active political negotiations, vision and legal tools, educational campaigns to ensure the continuity of mobilizing at original centers.
From the tools of act and communication to the tools of influence, which the MB document emphasized in: wide campaign to rethink and revise the experience since the revolution, in order to improve themselves and form clear visions of the revolution where they can resolve the conflict between the two currents.
The document reaches an important point concerns the point of view of the terrorist group, which is there are two keys control the success of each part of the conflict:
First: absorbing the power of revolutionary youth.
Second: the ability to achieve real and recent benefits to broad masses.
It's obvious that the person who wrote the document faced true challenge, which is the reinstatement of MB and Morsi to the power, therefore he spoke in detail in what he called the key of negotiation strategies.
The author of the document asked several questions seeking answers:
What are the maximum and minimum limits of the demands in the framework of sharing?
How can we make advantage of the strength points in negotiations?
What are the parts we are negotiating with?
What roles they play?
What are the guarantees to fulfill the negotiations' results?
The document returns to ask, where the conflict stands at the moment? The answer is, there is a part bombed the whole democratic process's results since the beginning of the revolution, launched a crackdown on the mother organization that stands at the heart of popular legitimacy, launched one-way media campaign with silencing the media outlets of the other part, raised the ceiling of confrontation, using the popular momentum, and then he started waving to negotiate, after making sure of neutralizing the power of the other part in the street.
Concerning the other part of the conflict, which is MB, the document said that part received a two-pronged blow: the military coup against the democratic legitimacy, which set his foot in leading the country, and a popular support stemmed out the outrage against the one-year rule of MB.
At this point, the document searches the benefits of what happened, despite its catastrophic impact on the brotherhood, which is the chance to widen their popular base, not only in controlling the current conflict, but also its work on the society platform in the upcoming period, if they knew how to deal with the revolutionary powers that started to revolt against the state apparatuses.
There were no honest moments in this document, but one, where it said: No one can say that the image could be like what it was before June 30, but no one can accept exclusion and marginalization of the Islamic part, where it appears the importance to choose the right moment to negotiate, conceding with coordinating the international community and strengthening their power in the street.
We must grasp this moment of honesty, as it reveals that the MB had decided from the very first moment to use external forces against Egypt. The document pointed out that the group will not only depend on the young people, but also the foreign powers. They thought that they can convince foreign countries that what happened in Egypt was a coup against legitimacy, but they forget that Egypt will take the initiative to show the real picture.
Why I bother talking about this document now in the context of my talk about the Egyptian national security, I wanted to show that the Muslim Brotherhood and those who work under its umbrella have more than one way to fight.
In the previous article, I pointed out that there is a reconciliation scenario, which is rejected by some leading members who insist on confrontation and revenge. However, they promote the idea within the group, on the basis of the confrontation had not succeeded, perhaps they hope to integrate within Egyptian society again.
The tricky fact here is that the group will not reveal its goal of division of power and the return of Mohamed Morsi, as they want to return to the political scene.
The disclosure of this document can be considered as an alarm, because there are some powers who want to give the opportunity to this satanic group, disguising the word "reconciliation", and using the word "inclusion", in an attempt to pass a plan that will not be in our interest.
